covered the exceptions to the GGPPA first, since our readers are sophisticated and likely have been tracking the implementation of the GGPPA for some time.  However, it is important to know the general application of the GGPPA in the Transportation space:

the GGPPA applies to or includes fuel producers, fuel  wholesalers, emitters, and fuel distributors, as well as air, marine, rail and road carriers.

Specifically, any carrier with cross-border business activities is required to register for any gasoline, light fuel oil, marketable natural gas, or propane if the person uses fuel of that type in a specified commercial vehicle in respect of the GGPPA Provinces.
