The Canada Revenue Agency (CRA) is responsible for administering and enforcing the fuel charge component of the GGPPA.

 Persons required to register under the GGPPA should have applied for registration prior to April 1, 2019, if moving goods or people cross border from or into the  provinces of Manitoba, Saskatchewan, Ontario or New Brunswick. For Nunavut and the Yukon, registration is required by July 1, 2019. Carriers who fail to register before the deadline may face a $2,000 fine.

Once registered, carriers must report to CRA on a quarterly basis, similar to the requirements under IFTA, or the International Fuel Tax Agreement. Reporting requirements will include the amount of fuel used and the kilometers travelled in each of the GGPPA Provinces.
